What I wanted was for a busy to be provided if either/or extension was busy. Is there a way to exit the dialplan and provide a 480 response for that scenario?

I have an update. It appears that Exetel had blocked the sipsorcery domain. Some changes were being made on their user configuration webpage to block various ranges of IP origin.
