Ok in that case you can login to the switchboard using one of your SIP accounts. The switchboard acts as a SIP client so needs to login with SIP credentials and not your web ones. If you've got a brand new account your web and SIP account credentials will be the same anyway.
I have a question about the switchboard. I see some commands to run to get my sip account setup but I don't see how to enter the account details for a new dial plan. DO I need to sign up for something else to enable this capability?
I don't quite get your question. If you're asking is there a special dial plan needed to use the swtichboard then the answer is no. There are some customisations you need to do in the dialplan a switchboard SIP account uses and those are described here http://www.sipsorcery.com/mainsite/Help/Switchboard#dialplanmods.
