Deliver Tone to specific caller

I would like to know if it is possible to have sipsorcery, or perhaps another (preferably free) service pick up the call and press "9" when it is from a particular number. I live in a community that has access via a gate system which requires a call to be placed to a resident to open. Once the resident picks up they need to press "9" to open the gate. In some cases I would like to be able to program my phone to automatically press "9" when that call is received.

Any suggestions are welcome!

SIPSorcery won't be able to do that as the pressing 9 bit requires a media server to generate the DTMF tones. I don't know of any free services but two value for money candidates would be anveo.com or tropo.com.

Postdialing can also be set using pbxes.org which offers a free plan.
BTW Tropo and Anveo offer free plans as well.
