Notification of registration failure

Is there a way to send a notification (email, Google Voice SMS) if a provider (or possibly a specific SIP accounts) registration fails for a certain amount of time? Could this be done using the dialplan?

No there's not sorry.

The problem with implementing this is that there are infrequent events where DNS fails or some other network issue will cause a brief loss of registration for a large number of SIP Providers. If the sipsorcery server was to blast out hundred or thousands of emails in response to such an event if would quickly be blacklisted.
